What does the program provide?

Down payment assistance OR mortgage payment assistance, but not both

What does the program require?

Buyer must

  • Be admitted to the Housing Choice Voucher program and be in good standing with the Family Self-Sufficiency Program
  • Not have owned a home in the last three years
  • Have at least $14,500 annual income
  • If disabled, have at least $8,796 annual income (including welfare)
  • Unless elderly or disabled, meet employment requirements (working at least 30 hours a week for one year prior to purchase—may be waived if disabled person in family)
  • Qualify for a mortgage loan that meets program requirements (no adjustable rate mortgages; terms must be approved by housing counselor at HUD approved agency)
    • Be able to afford mortgage payments (debt to income ratios apply)
  • Complete a Pre-purchase Homebuyer Education Workshop and Pre-purchase Counseling from a HUD approved agency
  • Be a U.S. citizen or legal permanent resident

The property must

  • Receive a home inspection by a Certified Specialist of Inspection Housing Quality Standard (paid for by buyer—counts toward $1,000 requirement)
  • Pass an Environmental Clearance (paid for by program)
